[Berlin-wireless] "add SmartGatewayBlacklist" feature compilen?

Hallo liebe Leute,

ich würde mich freuen wenn diesen Commit jemensch passend für das 
Berliner Freifunk durchcompilen würde!

Insbesondere wäre ich an einem Compile für den WDR3600 interessiert. Ich 
habe hier einen Uplink, der öfter mal sein DSL verliert und dann nicht 
weiter routet..

/add SmartGatewayBlacklist feature/

Provide a blacklist for gateway IP addresses so that a user can actively 
avoid
smart gateways that are advertised on the mesh without actually providing a
usable uplink.

Add SmartGatewayBlacklist to olsrd.conf, a list of IP addresses and/or 
address
ranges which are always excluded from the smart gateway choice.
